The opposition Maldivian Democratic Party (MDP) has backed a motion to limit the number of Members of Parliament (MPs), stressing that any such cap must not compromise the people’s representation.

Baarah MP Ibrahim Shujau, representing the ruling People’s National Congress (PNC), submitted the motion to cap the number of lawmakers. The Parliamentary Committee on Independent Institutions is currently reviewing the proposal.

MDP spokesperson Anas Abdul Sattar stressed that amending the Constitution to impose such a cap requires thorough deliberation. “We are dealing with the election of members to one of the state’s fundamental powers,” Sattar stated.

During a committee meeting, MDP legal director Mahfooz Saeed highlighted the primary concern of the public: the performance of elected lawmakers. While the proposed amendment aims to reduce public spending, Saeed pointed out that the Constitution currently states that population growth should also be factored in when determining the number of MPs.

“Parliament serves as the legislative body, ensuring that laws originate from the people,” Saeed explained, citing Section 71 of the Constitution. He further noted that many countries establish caps on lawmakers through constitutional provisions, underscoring the need to strike a balance that preserves citizens’ representation.

Saeed firmly rejected the idea of granting any individual unchecked authority to set the cap. “In general, capping the number of lawmakers—especially as specified in the Constitution—is the most prudent approach. We endorse this change,” he asserted. However, he added that the MDP’s recommendations and opinions on the matter must be carefully considered.

The MDP expressed satisfaction with the proposed approach, which involves seeking input from lawmakers and political parties before bringing the constitutional amendment to a floor vote. “Our goal is to find a solution that limits MPs without compromising representation,” Saeed added.

The party also pledged to engage in comprehensive deliberations and submit a detailed opinion on the matter, adding that it stands firmly behind proceeding with the proposal in parliament.
