President Mohamed Muizzu has reassigned voters from Hirimaradhoo to Hanimaadhoo in Haa Dhaalu Atoll for the 4 April local council elections, even though residents have not relocated from their island.

Muizzu issued the decree on Tuesday while overseas on an informal visit. The President’s Office said the decision treats Hirimaradhoo residents as relocated for voting purposes and cited the Elections Act, which changes a voter’s constituency when they move to another island.

Residents have not moved. Families remain on the island. The school continues up to grade 10. The 2022 census listed 260 residents. Daily services operate as normal. The island participates in national events. The government’s decision labels Hirimaradhoo as uninhabited for the vote despite active residency.

Hirimaradhoo residents have requested relocation for several years. Their preferred destination was Kaafu Thulushdoo, while Hanimaadhoo was considered a secondary choice. In September 2024, council members met Local Government Minister Adam Shareef Umar to discuss possible relocation.

Housing Development Corporation (HDC) took responsibility for a housing project in Hanimaadhoo in August, but construction has yet to start. Muizzu said the work would be completed within 18 months.

The decision has prompted criticism. MDP interim chairperson and Hanimaadhoo MP Abdul Ghafoor Moosa accused the Muizzu government of attempting to influence the election. He said PNC faces difficulty winning in Hanimaadhoo and described Hirimaradhoo voters as more aligned with the ruling PNC and PPM.

Residents remain in their homes. No housing has been provided elsewhere. Their ballots will be counted in another constituency while they continue to live on Hirimaradhoo.
